His license expires in '02 which puts him in somewhere in that time period when he was at the commune. However, Ben says he was in the wheelchair for four years before the plane crash so that is pretty good evidence that the commune was in very close time proximity to the flashback Locke we saw last week since we know the plane crashed for sure in 2004.
