Dessy must just take all his girlfriend's to that spot while he's wearing a red parka. Or he was standing there and each woman asks to have her picture taken with him. Like he was getting ready to set sail and Penny and the woman (his sister perhaps) were there and they just took pictures. It would have been the last time they would have seen him so it makes sense that they would frame the picture. Lots 'o possibilities.
